An article on CBCNews observes that no final investment decisions have been made for any of the several LNG export terminals proposed for the Canadian west coast. The author of the article asserts that the “collapse in global LNG prices is the main culprit for why so many Canadian LNG export projects are in limbo or no longer make economic sense.” Other factors cited for the lack of progress on the proposed terminals include regulatory relay and First Nations opposition....

Venture Global LNG, Inc. (Venture) announced the successful closing of its fourth round of equity investments to fund its proposed liquefaction and LNG export terminal on the Mississippi River in Plaquemines Parish, La. According to the press release, the “round also is notable for adding to the group of high profile, very large institutional investors in the company.” The fourth round offering raised an additional $55 million, bringing the total capital raised by Venture for the project to over $265 million....

The U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) has announced a public LNG Workshop meeting to be held May 18-19, 2016, “to solicit input and obtain background information for the formulation of a future regulatory change to 49 CFR part 193, Liquefied Natural Gas Facilities: Federal Safety Standards.” PHMSA is co-sponsoring the meeting with the National Association of Pipeline Safety Representatives, and will also discuss the regulations for transporting LNG in commerce by rail, highway, and waterway. The U.S. Department of Energy (DOE) has issued an order denying Sierra Club’s request for rehearing of DOE’s order, which authorizes Dominion Cove Point LNG (DCP) to export 281 Bcf/year of LNG over a 20-year period from DCP’s proposed LNG export terminal at Lusby, Md. to nations without a Free Trade Agreement with the United States. Corpus Christi Liquefaction has filed a report with FERC covering construction through March 2016 at its liquefaction and LNG export terminal at Corpus Christi, Texas. The report states that engineering has progressed to 97.1%, procurement has progressed to 46.0%, and Bechtel’s direct hire construction has progressed to 4.6%. The Wall Street Journal [subscription] reports that a cargo of LNG from Cheniere Energy’s Sabine Pass LNG export terminal in Cameron Parish, La. is headed for the Port of Sines, Portugal and is expected to arrive on April 26, 2016. The cargo is the first shipment of LNG from the United States to Europe and, according to the report, U.S. LNG supplies could compete with natural gas supplies delivered by pipeline from Russia in the European market....

Reuters reports that today the U.S. Senate passed S.2012, the Energy Policy Modernization Act of 2015, the “first broad energy bill in nine years” which, among other things, “requires the Department of Energy [DOE] to issue a decision on LNG projects within 45 days of an environmental assessment,” compared to an energy bill recently passed by the U.S. House of Representatives “which directs the DOE to make the decision on permits after 30 days.” Differences between the two bills will be worked out in Conference Committee....
