An op-ed in the Ventura County Star points to the announcement by the executive director of the Ventura County Air Pollution Control District that it had been “a mistake” to exempt Cabrillo Port from local onshore air quality standards as the turning point that led to the defeat of BHP Billiton’s project. The op-ed claims that, after the announcement, public opinion turned against the terminal and eventually led to adverse decisions on the project from the State Lands Commission and the California Coastal Commission, as well as a rejection by California’s governor.
