FERC Releases Draft EIS for Freeport LNG Export and Modification Projects

FERC has released the draft environmental impact statement (DEIS) for Freeport LNG’s Liquefaction Project and its Phase II Modification Project at its Quintana Island, Texas terminal.  The Liquefaction Project consists of, among other things, construction of three liquefaction trains, each capable of producing a nominal 4.4 million metric tons/year of LNG for export (1.8 Bcf/day) and a gas Pretreatment Plant.  The Phase II Modification Project includes, among other things, modifications to the previously authorized LNG vessel berthing dock, LNG transfer pipelines, LNG unloading arms, and the access road system.  The DEIS concludes that approval of the projects would have some adverse impacts; however, the implementation of some mitigation measures would reduce most of these impacts.  FERC’s notice can be found here, and the DEIS can be found here.  The complete dockets for the Liquefaction and Phase II Modification Projects can be found on eLibrary under Docket Nos.
