Carib Energy Requests Expedited DOE Processing of its Non-FTA LNG Export Application

Carib Energy (USA) LLC (Carib) filed a letter with the U.S. Department of Energy (DOE) requesting that DOE process Carib’s application to export LNG to nations without a Free Trade Agreement (FTA) with the United States promptly and before those listed above it in the DOE’s Order of Precedence. Carib states that it filed its application before those listed in the Order of Precedence and does not require any FERC approvals given it is not proposing to construct an LNG export terminal. Carib notes that the export facility from which it intends to take delivery of the LNG has received all necessary FERC approvals. Further, Carib submits that the delay in receiving approval of its non-FTA export application is causing it significant economic hardship. Specifically, Carib represents that it has marketed the sale and distribution of LNG to certain geographic markets in the Caribbean and South and Central America and fears that it is losing credibility with its prospective customers given the amount of time that has lapsed since Carib filed its non-FTA application. Carib believes these prospective customers have or will move to alternative energy sources.
