Platts LNG Daily [subscription required] reports that the LNG carrier Masaimeer is expected to deliver an LNG cargo from Qatar to the Canaport LNG terminal this week. Several industry analysts told Platts that this development may contribute to continuing weakness in North American natural gas prices.

LNG opposition group Save The Bay has announced a public campaign against the planned Weaver’s Cove LNG project. The Providence Journal reports that the $12,000 campaign will include radio, newspaper, and billboard advertisements.

Reuters reports that last week Citigroup purchased an LNG cargo for re-export from ConocoPhillips at the Freeport LNG terminal. The 150,000 m³ LNG carrier Clean Force is expected to arrive at the terminal later this week to load the cargo.

Weaver’s Cove Energy filed comments with FERC yesterday criticizing the actions of the Massachusetts Executive Office of Energy and Environmental Affairs (EOEEA). Specifically, Weaver’s Cove alleges that EOEEA ignored portions of the record that includes alternatives analysis and that “EOEEA’s attempt to inject itself into the Commission’s NEPA review process at this late date is particularly suspect.” Weaver’s Cove’s letter is available in the eLibrary under Docket No. CP04-36.

Yesterday, the Three-Nation Alliance submitted a motion to FERC requesting that the Commission reject Downeast LNG’s August 21, 2009, Revised Purpose and Need Statement. The Alliance specifically challenged the fact that Downeast filed a revised purpose and need statement for the project more than one month after the public comment period on the Draft EIS closed. In support of its motion, the Alliance submitted a consultant’s report by Dr. Howard Axelrod, which challenges Downeast’s August filing, relying on supply and demand analysis of the U.S. Energy Information Administration and the significant increase in production of Marcellus Shale gas supplies to demonstrate the lack of need for the proposed project. Teekay LNG said this week that it expects approximately 63 new LNG carriers will be required by the many LNG liquefaction projects coming online in the next few years. According to Lloyd’s List, the LNG exports projects planned for or under construction in Australia and Nigeria will require nearly 50 LNG carriers between them. [Subscription required]

The Mississippi Press reports that the commissioners of the Jackson County Port Authority are expected to approve a study as part of a proposal to widen the Bayou Casotte channel to better accommodate certain types of vessels, including vessels transporting LNG to the Gulf LNG terminal currently under construction. The study of the economic and environmental impacts of widening the channel is expected to take up to three years and cost $4 million, paid for by local businesses including Angola LNG Supply Services.

Approximately 30 people attended a public meeting convened by FERC to take comments on the plan to deliver LNG supplies via truck to the Freeport LNG terminal. The Facts (Brazoria County, Texas) provides additional coverage.
