Sparrows Point developer AES has appealed to the U.S. Secretary of Commerce Maryland’s objection to the project’s federal consistency certification. Under the Coastal Zone Management Act, the Secretary may override the state’s objection if he finds the Sparrow’s Point terminal is consistent with the objectives of the CZMA or is necessary in the interest of national security.
