In a letter to The Daily Astorian, Andy Black, the Director of External Affairs at FERC, asserts that “the Energy Policy Act of 2005 did not alter the important role of state authorities in reviewing proposed liquefied natural gas terminals.” Black explains that a state may exercise its federally delegated authority under the U.S. Coastal Zone Management Act, the Clean Air Act, and the Clean Water Act. His letter responds to press coverage of NorthernStar Natural Gas’ opposition to an Oregon DOE request for additional information on the proposed Bradwood Landing LNG terminal.
