FERC Releases Environmental Assessment for Proposed Elba Island LNG Export Terminal

Today, FERC released its Environmental Assessment (EA) for the proposed Elba Island liquefaction and LNG export terminal near Savannah, Ga.  Kinder Morgan affiliates Elba Liquefaction Company, LLC, Southern LNG Company, LLC, and Elba Express Company, LLC are the sponsors of the project.  The EA concludes that that if the Companies construct and operate the facilities as proposed, with certain mitigation measures recommended by Staff, approval of the project would not constitute a major federal action significantly affecting the quality of the human environment.  FERC Staff recommends that a...

LNG Canada Delays FID Until Late 2016

The Globe and Mail reports that due to market conditions, LNG Canada has delayed a final investment decision (FID) on its proposed liquefaction and LNG export terminal at Kitimat, British Columbia until later in the year.  An FID was expected in Spring 2016.  LNG Canada is a joint venture of Shell Canada Energy (50%), an affiliate of Royal Dutch Shell plc, and affiliates of PetroChina (20%), Korea Gas Corporation (15%) and Mitsubishi Corporation (15%)....

Alaska LNG Project Faces “Significant Economic Headwinds”

Alaska Public Radio reports that representatives from the Alaska LNG Project told Alaska state legislators last week that the project faces “significant economic headwinds,” and while they remain committed to the project, the sponsors “have to be realistic about the project in this current price environment.”  Sponsors of the proposed 800-mile pipeline and LNG export terminal are North Slope producers BP, ExxonMobil and ConocoPhillips, and Alaska Gasline Development Corporation, which represents the State of Alaska....

FERC Extends Schedule for Completion of Oregon LNG Environmental Review

FERC issued a notice today extending the date for the release of its environmental impact statement for the proposed Oregon LNG export terminal project from February 12, 2016 to June 3, 2016.  Other federal agencies having jurisdiction over the project will have until September 1, 2016 to complete their review.

Magnolia LNG Extends Closing Date for Meridian LNG Tolling Agreement

Today, Magnolia LNG, LLC announced that Magnolia and Meridian LNG Holdings Corp (Meridian LNG) have agreed to extend the financial close date condition precedent for Magnolia LNG from June 30, 2016 to December 31, 2016.  In 2015, Magnolia announced that it had entered into a tolling agreement with Meridian LNG for firm capacity rights for up to 2 million tonnes of LNG/year at Magnolia LNG’s proposed liquefaction and LNG export terminal at Lake Charles, La.  According to the press release, the “financial close date for the Magnolia LNG project is dependent on the execution of further binding...

Eagle LNG Partners Files FTA and Non-FTA LNG Export Application

Eagle LNG Partners announced that it has filed an application with the U.S. Department of Energy (DOE) requesting long-term, multi-contract authorization to export up to 49.8 Bcf (approximately 1.0 million tons) of LNG/year to both free trade agreement (FTA) and non-free trade agreement (non-FTA) countries. The LNG would be exported from Eagle LNG Partners’ proposed FERC-jurisdictional LNG export facility in Jacksonville, Florida.  The press release indicates the LNG exports would be, in part, to the Caribbean region.    ...

ExxonMobil Outlines Pluses and Minuses of Alaska LNG Project

The Alaska Journal of Commerce reports that ExxonMobil, co-sponsor of the Alaska LNG project, recently gave a presentation to the Alaska legislature outlining the pluses and minuses of the project, of which the State of Alaska is a 25% partner.  Pluses include existing gas production infrastructure on Alaska’s North Slope, close proximity to Asian markets, and experienced regulators at FERC.  Minuses include the need for an expensive facility to treat the gas, which has a high carbon dioxide content, and the need to construct the 800-mile pipeline and associated infrastructure from the North...
