The State of Alaska, through the Alaska Gasline Development Corporation (AGDC) and ConocoPhillips Alaska Inc. have executed a Memorandum of Understanding (MOU) regarding negotiations to form a joint venture company (JV) to market LNG from the proposed Alaska LNG project to global LNG markets and acquire North Slope gas, with the goal of bringing LNG buyers and North Slope wellhead sellers together. Cheniere Energy announced that liquefaction Train 2 at its Sabine Pass LNG terminal in Cameron Parish, La., has reached “substantial completion.” Commissioning has been completed and construction contractor Bechtel “is turning over care, custody, and control of Train 2 to Cheniere Partners.” The turnover will be done in coordination with planned scheduled maintenance to Train 1 and other facilities. The U.S. Department of Energy (DOE) has released LNG import and export data for July 2016. The report shows the following shipments of domestically produced LNG from the Sabine Pass LNG terminal in Cameron Parish, La.: one shipment to Spain for $4.51, one shipment to China for $5.60, one shipment to Jordan for $5.60, and two shipments to Chile for $5.60. Pivotal LNG announced that it has reached a multi-year agreement to sell LNG to Carib Energy LLC, a Crowley Maritime Corp. subsidiary. Crowley will transport and deliver the LNG in ISO containers from its Jacksonville, Fla. shipping terminal to Molinos de Puerto Rico, a subsidiary of Ardent Mills LLC, Puerto Rico’s “leading supplier of flour as well as wheat, corn and rice-based food ingredients.” Once delivered, the LNG will be re-gasified and used for power consumption. ...

Alaska Dispatch News reports that at a hearing before Alaska state legislators, ExxonMobil said it will not move forward with the front-end engineering and design, or FEED phase of development of the Alaska LNG Project, which was set to start in 2017 and was expected to cost up to $2 billion. ConocoPhillips and BP, the other two producer sponsors of the project, also indicated that they would not be moving forward with the FEED phase. Alaska Public Media reports that consulting firm Wood Mackenzie has released a study finding that in its current form, the Alaska LNG Project is too expensive to be competitive with other LNG projects proposing to serve north Asian markets. The report offers options to reduce the costs of the project, estimated to be $45 – $65 billion, including bringing in outside investors or full state ownership, which could lower federal taxes.
