Rhode Island Gov. Carcieri Clarifies His Position on Weaver’s Cove Emergency Response Plan
Rhode Island Gov. Donald Carcieri declared in a Feb. 1 letter to Weaver’s Cove Energy CEO Gordon Shearer that the emergency response plan for the proposed Weaver’s Cove LNG terminal in Fall River, Mass., “will be a State plan developed under the direction of the State.” Carcieri also said that “the State’s initial efforts at…planning [have] been delayed and frustrated by Weaver’s Cove[‘s] refusal to pay expenses already…incurred by the State in connection with initiating some coordination [of the plan].” The letter may be found in the FERC e-Library in Docket No. CP04-36.
