The Center for Energy Economics at the University of Texas at Austin has released a study that highlights the challenges unique to offshore LNG terminals. While offshore facilities may appeal to critics who oppose land-based terminals because of public safety concerns, offshore terminals usually have “limited or distant access to natural gas distribution pipelines, lack of onshore services, and in most instances, higher initial investments.” The study also notes that governors in adjacent coastal states have the power to veto, approve, or approve with conditions offshore terminals, an authority not extended to onshore facilities.
