Strom Files for Non-FTA LNG Export Authorization from Non-FERC Jurisdictional Facility

Strom, Inc. has filed an application with the U.S. Department of Energy (DOE) for authority to export 56.42 billion square feet of LNG per year over 25 years from its proposed LNG liquefaction facility at Crystal River, Fla. to nations without a Free Trade agreement with the United States.  Strom intends to export LNG produced from “modular, scalable and portable” LNG systems and exported via approved ISO LNG containers loaded onto ocean going vessels.  Strom claims that its LNG facilities are not FERC-jurisdictional and requests that DOE evaluate its export application for compliance with the National Environmental Policy Act.
