Testimony was provided by witnesses from various government agencies and other sectors affected by U.S. energy exports. In his written testimony, Christopher Smith, Assistant Secretary for Fossil Energy (Acting), U.S. Department of Energy (DOE), emphasized that DOE is committed to moving the LNG export application review process forward as expeditiously as possible and that "DOE understands the significance of this issue — as well as the importance of getting these decisions right." Bill Cooper, President of the Center for Liquefied Natural Gas, criticized as "unlawful" and therefore, void, DOE's order of precedence, or queuing procedure for processing pending LNG export applications. Port Ambrose would consist of two Submerged Turret Loading (STL) Buoys where imported LNG would be received from LNG regasification vessels, vaporized on site and delivered through the STL buoys via pipeline to an interconnection with Transcontinental Gas Pipe Line's Lower New York Bay Lateral in New York State waters.
